Buying guide: Tobacco & Cigars
For licensed trade buyers only
Tobacco is a restricted, age-controlled product in virtually every market. Wholesale and retail sales normally require licences, and some markets limit who may import or sell. This guide is written for licensed trade buyers and does not promote use. Confirm your obligations with your licensing authority, and take legal advice where you are unsure.
Tax status and stamps
Tobacco carries heavy excise tax, and the tax status of the stock decides whether it can be sold. In many markets, packs must carry tax stamps or markings, and in the European Union, a track and trace system with unique identifiers applies to cigarettes and other tobacco. Stock without the correct stamps or marks is likely to be illegal to sell, however cheap it is. Ask suppliers whether the price includes duty, which tax stamps or markings are on the goods, and for invoices that trace the goods back to the producer or an authorised distributor.
Labelling and packaging rules
Many markets require health warnings, plain or standardised packaging, ingredient reporting and bans on certain descriptions. Packs made for one country usually do not comply with another's rules. Check the rules for your market before buying imported stock, and avoid duty-free or travel retail packs, which are not made for domestic sale.
Cigars, pipe tobacco and loose tobacco
Cigars differ from cigarettes in handling and price structure. Premium cigars are hand-made natural products, sold singly or in boxes, and they are sensitive to humidity and temperature. They need storage in a humidor kept at suitable humidity, or they dry out and crack, or grow mould if too damp. Check the condition of boxes on delivery, as well as the seals and wrappers. Cigar quality varies by blend and age. Pipe and loose tobacco are also humidity-sensitive, and some markets regulate them more than cigarettes. Flavoured tobacco is restricted in some places.
Counterfeit and illicit trade
Illicit tobacco is a significant problem. Counterfeit cigars, particularly of well-known premium marks, are widely reported, and fake stamps and packs exist. Genuine cigar boxes carry authentication features, and buyers should buy only from authorised distributors. Do not accept goods without full paperwork. Trading in illicit tobacco carries serious penalties.
Shelf life, margins and pack sizes
Tobacco products have date codes, and freshness matters for cigarettes and especially cigars. Margins on cigarettes are small because tax makes up most of the price, while cigars and pipe tobacco offer higher margins but slower turnover and more storage care. Cigarettes are sold in cartons and master cases, and cigars in boxes of a fixed count.
Questions to ask a supplier
- Which licences do you hold, and can you supply copies?
- Is the price duty-paid, and which stamps or marks are on the goods?
- Does the packaging meet labelling rules for my market?
- Can you document the source back to the producer or authorised distributor?
- How are cigars stored and shipped to protect humidity?
- What are the pack sizes and minimum order?
Sell to adults only, and keep the records your law requires.
Frequently asked questions
Why do tax stamps matter when buying tobacco?
In many markets they show duty has been paid, and goods without the right stamps or marks may be illegal to sell. Ask which stamps or markings the stock carries. Do not buy goods without full documentation.
Can I buy tobacco packaged for another market?
Usually not for resale, because health warnings, standardised packaging and tax marks are specific to each market. Duty-free packs are not made for domestic sale. Check the rules for your market.
How should cigars be stored?
In a humidor or similar controlled space at suitable humidity and a moderate temperature. Too dry and they crack, too damp and they grow mould. Check boxes on delivery.
How can I avoid counterfeit cigars?
Buy only from authorised distributors, check box and band authentication features, and be wary of prices below normal trade levels. Keep invoices. Genuine suppliers can document their source.
How many Tobacco & Cigars suppliers are listed?
WholesalersCatalog currently lists 2 suppliers for this search. Each profile shows a Trust Score, so you can see what has been checked before you get in touch.
Which countries are these suppliers based in?
The largest groups are in United Kingdom (2).
How do I check that a wholesale supplier is legitimate?
Check the company registration and street address, ask for trade references and start with a sample or small order. Be careful with suppliers who only accept untraceable payment methods. The Trust Score on each profile shows which of these signals we could confirm.
